Trenton, NJ Special Events & Permits: Park Event Permits (2026)

Trenton Code § 193-13 requires written permission from the Department of Recreation, Natural Resources and Culture (DRNRC) before anyone may make a speech, preach, sing, play a musical instrument, or conduct a public meeting, parade, drill, or procession within any city park area. The same chapter's companion provision, § 193-9, governs commercial or fundraising activity tied to permitted events: Subsection A bars selling merchandise, displaying signs, or soliciting contributions in a park without a permit, while Subsection B lets the Department issue a permit to a civic group or nonprofit sponsoring an activity, conditioned on the applicant showing the event will substantially benefit a City park, recreation area, or specific recreation activity, and comply with all other park rules.

The Department may attach special conditions to that permit, including proof of insurance or security personnel, at its discretion. A vendor selling at such a sponsored event whose proceeds are dedicated to the City for a public purpose is exempt from the vendor permit fee otherwise charged under Chapter 146, Licensing. Because § 193-13 contains no separate fee schedule, applicants apply directly to the DRNRC for the written permission the section requires; the chapter sets no processing deadline or fee for that authorization itself. Violations of any provision in Chapter 193, including holding an unpermitted event, are punishable under the citywide general penalty at § 1-17: a fine of up to $2,000, imprisonment in the county jail for up to 90 days, or up to 90 days of community service, and each day a violation continues counts as a separate offense under § 1-18.
