Private individuals and organizations must obtain a permit from the Parks, Recreation and Public Facilities Director before making exclusive use of a City park or building; fees and conditions are set by City Council resolution. If the event could pose a safety hazard, the applicant must file certificates of insurance for at least $1 million per person and $3 million per occurrence with the City Clerk before the permit issues. The Director must deny applications that would incite disorder or exceed occupancy limits.
