Norwalk, CT Special Events & Permits: Parklets (2026)

Norwalk's outdoor dining ordinance, Chapter 45, Article IV, does not use the word parklet, but § 45-30B(2) specifically authorizes a food service establishment to place outdoor dining on City-owned property, including public parking spaces and the City's right-of-way, once it has the City's written permission in addition to the same annual permit issued under § 45-30C by the Director of Planning and Zoning or a designee. That permit runs the same April 1 to November 30 season as sidewalk cafes and requires compliance with the outdoor dining guidelines and standards posted on the City website or available through the Office of Economic and Community Development.

Because a parking-lane or right-of-way dining platform sits in the roadway, § 45-31 imposes extra site conditions: no hooks, fasteners, or holes may be driven into the pavement, curbing, or right-of-way, and no permanent fixtures may be installed on City property at all. The installation cannot block a fire hydrant or first-responder access, an ADA route, an active driveway, a manhole, or an active utility point, and it cannot impede surface drainage as determined by the Department of Public Works. The operator must keep roadway and pedestrian access open while setting up or removing the structure and must repair, at its own cost and to DPW standards, any damage the installation causes to the right-of-way.

Under § 45-33, the Director of Planning and Zoning can order a temporary suspension of a parklet's operation at any time for festivals, parades, marches, road races, severe weather, or street and sidewalk repairs, requiring the establishment to remove and store the structure for the suspension's duration at its own expense.
