Section 14-498(6) of the Outdoor Dining Ordinance defines a parklet as a non-permanent improvement, platform, short wall, planter, or ornamental fencing, built to carve an outdoor dining area out of the street, a parking space, or a parking lot, separating diners from the adjacent sidewalk and traffic. A parklet is not a separate permit category; it operates under the same outdoor dining permit required by § 14-499 for any restaurant that wants to seat patrons outside, and its site plan must still show the required pedestrian passageway and comply with the Waukegan Sign Ordinance for any associated signage.

What sets a parklet apart is timing: § 14-500(2) restricts outdoor dining establishments that use parklet or street space to seasonal operation from April 15 to November 15, and bars any decor or furniture from remaining outdoors overnight between November 15 and April 15, a tighter window than the year-round permit available for sidewalk dining alone. Where the parklet would occupy private parking spaces rather than public street or curb space, § 14-500(3) requires a separate development review board review and approval before that parking area can be converted into an outdoor dining area.
