Allentown, PA Special Events & Permits: Sidewalk Dining & Cafés (2026)

M of the Codified Ordinances allows outdoor sidewalk cafes, defined as unenclosed waiter, waitress or takeout service areas immediately abutting a food establishment or drinking place, so long as the property owner secures an annual permit and meets ten conditions. Seating must sit directly in front of the establishment, or to the side on a corner property, and only within the right-of-way abutting that business. A minimum five-foot walkway free of obstructions must remain for pedestrians. No permanent fixtures may be installed on the sidewalk or public space, and tables, chairs and other cafe items cannot be stored in the right-of-way; they must come off the sidewalk when the business is closed.

Cafes serving alcohol must secure all required licenses or permits for extending their premises, including from the Bureau of Health. The property owner needs public liability insurance meeting the City Risk Manager's standards and must sign a public place indemnity agreement satisfactory to the City Solicitor. Additional seating must still comply with Chapter 660, Zoning, and cannot block a required exit discharge. The Director of the Department of Community Affairs can issue rules, regulations and forms to administer the section, and patrons cannot be served unless seated at a table. B, they may occupy more sidewalk space than an ordinary temporary obstruction, provided the five-foot walkway condition is met.
