Sec. 13-48 sets general development standards for every establishment adding outdoor dining in a courtyard, parking area, setback, or interior landscaped area, layered onto the approval process in Table 13-47(b) (Courtyard Area and setback expansions up to 50% of indoor public area are permitted by right; larger expansions need a minor conditional use permit). Sec. unless a use permit under Table 13-47(a) authorizes different hours. Subsection (p) folds outdoor dining into the city's noise ordinance (Title 13, Chapter XIII), requiring a posted contact phone number at the entrance and dining area so neighbors can report noise directly to the operator; city officials review complaints, may require operational modifications, and can revoke the outdoor dining approval outright if noise violations are not adequately addressed.

Other standards in the same section require a minimum four-foot pedestrian access path to entryways, ban obstruction of ingress and egress, require Fire and Building Department sign-off on any shade structure or canopy before installation, cap barrier walls at five feet with the top 18 inches open or transparent outside the traffic visibility triangle, and require alcohol service to follow California ABC rules. Outdoor dining space is excluded from gross floor area calculations for parking purposes, and any outdoor dining area must be removed and the site restored if the restaurant use ends or is replaced by a non-food business.
