Escondido, CA Special Events & Permits: Sidewalk Dining & Cafés (2026)

Section 33-1111 sets the conditions Escondido restaurants must meet to add outdoor dining. An outdoor seating area up to 300 square feet is exempt from providing additional parking, as long as the establishment still meets all parking standards for its indoor dining area and goes through administrative review. All furniture, tables, chairs, umbrellas, and planters, must be movable, and any umbrella needs a base of at least 60 pounds. Outdoor heaters, amplified music, or speakers are reviewed at the time of the application rather than governed by a fixed standard.

No signage is allowed in the outdoor dining area except the establishment's name on an awning or umbrella valance. The area must be separated from parking spaces, drive aisles, and sidewalks by a railing, fence, wall, or planter box barrier no taller than 42 inches, topped optionally with clear transparent material up to a total height of five feet; barriers next to parking or drive aisles need reflective materials. Outdoor food preparation and busing are prohibited, tables cannot be preset with utensils or condiments, and restrooms for outdoor diners must be inside the adjoining restaurant.

Hours of operation must match the indoor establishment's hours, and the permittee must keep the area clean and remove trash as it accumulates. Outdoor dining exceeding 300 square feet triggers additional parking at the same ratio required for indoor dining, on top of the conditions above, and every outdoor dining area, regardless of size, requires design review under Article 64 as well as compliance with current California Building Code and ADA accessibility requirements.
