The purpose of this Chapter is to support businesses and increase the city's vibrancy and quality of life by facilitating the installation and operation of safe, active, and well-designed outdoor dining and gathering areas within rights-of-way.(B)Conflicts. In the event of a conflict between a provision of this Chapter and a provision of another ordinance, resolution, rule, or policy of the city, the provision of this Chapter shall supersede the other provision only to the extent necessary to resolve the conflict, provided that such resolution of a conflict does not contravene any state or federal law that requires application of the other provision.(C)Limitation to sidewalks. Notwithstanding any provision of this Chapter to the contrary, the application of this Chapter shall be limited to sidewalks located within an eligible area.
