Corvallis, OR Special Events & Permits: Street Fair Rules (2026)

Corvallis Municipal Code Section 5.03.100.040 defines a Community Event as a carnival, fair, festival, concert, sporting event, parade, public demonstration or similar gathering, and treats street-fair vending as a subset of the City's public-way rules rather than a separate permit chapter. Section 5.03.100.040.02 starts from an outright ban: no person may sell, store, or display merchandise or equipment on any public way, meaning any street, alley, bike or pedestrian path, trail, or sidewalk in the City. The only built-in exception is for coin-operated newsracks meeting the standards in Sections 5.03.100.040.05 through .040.08.

Community Event Organizers get a narrower path around the ban: they can apply to the City Manager for a permit to display and sell merchandise and wares while the event runs. For the Farmers' Market, that season is spelled out in the code itself as all Saturdays and Wednesdays from mid-April through mid-November, and any change to the event's duration or location triggers a fresh City Manager review of the approval. Section 5.03.100.040.04 lists the screening criteria the City Manager applies to every application: the vending cannot endanger vehicles or pedestrians, create off-site impacts like traffic, noise, odor, or glare, compound the effect of other events or construction scheduled the same dates, overload a location that has already hosted too many events in a year, violate health or safety rules, or come from an applicant who broke a prior permit's conditions, left required information off the application, or already holds more than three public-way vending permits in the same year.

The City Manager, not the Council, administers and enforces the whole program. Selling on a public way without qualifying under this permit process is a Class A Infraction, and unauthorized newsrack placement carries the same exposure plus a City order to correct or remove the newsrack within 30 days.
