Street fairs, festivals and other special events in Elizabeth require an operator's permit from the chief license inspector, filed and paid for at least two weeks before the event, before any street closure, city property use, tent, booth or vendor can operate. Only funeral and wedding processions, government agencies acting within their duties, and school-authorized student activities are exempt from the entire chapter.
No special event shall be held in the city unless a permit has been obtained as set forth herein, except the following shall be exempt from the requirements of this chapter:1.Funeral and wedding processions.2.A governmental agency within the scope of its duties or functions.3.Students participating in educational activities under the authorization of proper school authorities.B.No permit for a special event shall be considered or issued unless and until the sponsor applicant desiring to conduct the affair shall have made and signed a written application to the chief license inspector for an operator's permit in the form provided by the city and paid the proper fee therefor when required, not less than two (2) weeks prior to the first day of operation of the proposed special event.

010. 045(C). 040(C): fifty dollars for a non-food vendor's first two days of operation and fifty dollars per additional day, and seventy-five dollars for food and beverage vendors' first two days, with fifty dollars per additional day, payable to the department of health and human services for food vendors. Violations & Fines
The supervisor of licenses can revoke an operator's or vendor's permit at any time under Section 12.56.120 for any breach of Chapter 12.56 or other applicable law, and food and beverage vendor revocations rest with the director of health, welfare and housing. Revocation is in addition to, not instead of, the general Code penalty in Section 1.12.010: up to a $2,000 fine, ninety days in jail, or ninety days of community service.
