Glendale, AZ Special Events & Permits: Street Fair Rules (2026)

2 of the Glendale Code of Ordinances governs any special or large special event held on a public facility, which covers street fairs and festival vending. 2-9 requires the application at least thirty calendar days before the first event day (fifteen days for a political march, rally or other First Amendment activity), along with a non-refundable application fee set by city manager regulation. 2-10, applicants must also secure any state, county or city licenses needed for the goods or services they plan to sell, and the city will deny a permit if the applicant cannot comply with licensure requirements for selling goods on-site.

2-33 lets the city manager define a specified area surrounding the event within which commercial activity on the public facility is restricted, explicitly to protect health, safety and welfare of attendees and to preclude deceptive business practices, meaning vendor booths and sales can be zoned, limited or excluded from parts of the festival footprint. 2-41.
