Sec. 3-126 covers temporary seasonal retail sales generally, and subsection (b) is the provision that reaches vendor events like outdoor swap meets and craft shows: gatherings where a single sponsor organizes the retail sale or exchange of new, handcrafted, or second-hand merchandise. The code limits each such event to a maximum of 72 hours and restricts any one sponsor, or any one location, to no more than two of these events per calendar year. That two-per-year cap applies location by location as well as sponsor by sponsor, so a property that hosts one sponsor's craft show cannot simply rotate in a second sponsor to exceed the limit at the same site.

Subsection (a) of the same section sets the calendar for other seasonal sales that often share the same lots: Christmas tree sales are allowed between Thanksgiving and December 26, pumpkin, gourd, and other fall or Halloween sales run October 1 through October 31, and any other seasonal item needs the public development director's authorization and cannot run longer than 30 days. Because Sec. 3-126 sits in the UDC's specific-use-provisions article, it applies to unincorporated Jackson County parcels; a swap meet or craft show inside Jefferson, Braselton, Hoschton, or the county's other municipalities falls under that city's own code instead.
