Leander, TX Special Events & Permits: Street Fair Rules (2026)

Leander's special event ordinance (Code of Ordinances Art. 05, Div. 3, adopted by Ordinance 22-100-00) requires a permit whenever an event will have vendors sell or distribute goods or services on public property, draws a crowd over 1,000, or blocks street, sidewalk, or trail traffic (Sec. 072(b)). 'Special event' is defined in Sec. 071 as an organized activity contributing to the city's cultural, economic, or social welfare that occurs on public property; events held entirely on private property that never spill onto city land don't need the permit.

Under Sec. 078(a), the reviewers (the fire chief, police chief, emergency management coordinator, public works director, and parks and recreation director, or their designees) issue the permit and dictate exactly which locations and uses are authorized; a vendor may sell only what the permit lists. Food vendors fall under subsection (b): temporary food establishments and open-air vending are allowed only where the permit specifies, and if the permittee complies with Travis County Health District or Williamson County Health District rules, no separate Division 2 food-vendor permit is required.

Vendors outside the permitted footprint, or who aren't part of the permitted event, must instead get their own solicitor/peddler or sidewalk-sale permit under Division 2. Applications go to the fire department online and are due 15, 30, or 90 days ahead depending on projected crowd size (Sec. 075). Organizers must supply a site plan, proof of liability insurance naming the city as additional insured, a traffic-control plan, and Texas Alcoholic Beverage Commission permits if alcohol will be sold (Sec. 076). Under Sec. 078(g)-(h), a permittee charging an entry fee can't charge residents, businesses, their customers, or delivery drivers inside the closure area, and must post the fee and access rules at every entrance.
