F of the Lehi City Development Code, outdoor entertainment and assembly events including fairs, festivals and concerts held anywhere other than an auditorium, stadium or other purpose-built assembly facility are classified as temporary uses. 030 makes a Temporary Use Permit from the Zoning Administrator mandatory for every such event and requires it to be issued before the activity starts; the permit does not substitute for a separate business license, and the Zoning Administrator can route the application to the Planning Commission or other Reviewing Departments for a closer look.

040 caps approval at 60 consecutive calendar days or 120 total calendar days in one year, with seasonal-sales uses limited separately to five months. 050 requires the organizer to file with the Zoning Administrator at least 10 days before the event, submitting a written description of the use with requested hours of operation, proof of the property owner's permission if the applicant does not own the site, a site layout showing yard setbacks, sanitary facilities and parking, and a signage plan. 060 lets the Zoning Administrator approve the permit, after a written recommendation from the Chief of Police where one is deemed necessary, only on findings that the event will not endanger public health or safety, that the site is large enough, that surrounding streets can handle the traffic, and that adequate temporary parking is arranged.

070 lets the City attach conditions covering noise, glare, dust and odor control, temporary structure placement, sanitation, solid waste, security, sign regulation, and a bond to guarantee removal of temporary facilities and restoration of the site afterward.
