City Code §12-402(a) defines a 'community event' to include outdoor events on City-owned property expecting 50 or more attendees, and outdoor events on private property or in City parks expecting 250 or more, expressly naming fun runs, roadway foot races, fundraising walks, bikeathons, carnivals, festivals, community celebrations, truck pulls, shows, exhibitions, circuses and fairs. Section 12-405 requires an Event Permit for any such event, and §12-406 requires the promoter to file a written application with the City Clerk that covers the event type, location, dates and times including set-up and tear-down, expected attendance, alcohol plans, and a full site plan covering fencing, water, stages, street closures, restrooms, waste disposal, lighting, parking, sound, signage, tents and any amusement rides.

Section 12-408 sets the filing deadline: applications may not be accepted less than 30 days before the event, and the City Administrator sets a Council-approved fee schedule covering applications, licenses, permits and rental fees. The Governing Body reviews the application under the §12-409 criteria, covering emergency-vehicle access, safety and traffic, venue capacity and code compliance, and can deny or revoke a permit under §12-410 for incomplete applications, false statements or a promoter's revoked-permit history in the last five years. Section 12-412 requires the permit holder to carry at least $1,000,000 in general liability coverage and $250,000 in property damage coverage naming the City as an additional insured.

Outdoor entertainment must stop between 10:30 p.m. and 8:00 a.m. Sunday through Thursday and between 11:00 p.m. and 8:00 a.m. Friday and Saturday under §12-415, and a denied or delayed applicant may appeal to the Governing Body within five business days under §12-411.
