Village Code § 3-4-5, in the Amusements chapter, bars licensing any carnival, circus, exhibition show or other amusement to be held on a public street or sidewalk, or wherever the audience's main accommodation is a public place, except on order of the Village Board. Section 3-4-2 defines "amusement" to include carnivals and public entertainment generally, so a street fair or festival falls squarely inside the ban. The Village's Special Events Commission (Title 2, Chapter 21) separately defines "special event" to include street fairs and festivals and makes recommendations on where, when and under what conditions such events may be held, but it issues no licenses of its own.
