The department of public works, subject to the prior approval of the president and board of trustees, is hereby authorized to erect signs on any block of any residential street in an R-1, R-2 or R-3 zoning district indicating residents' permit parking only, when it has been determined by the traffic safety committee that fifty percent (50%) or more of the vehicles parked in a given block are not residents of that district. The hour of the day and the days of the week or months of the year when these regulations will be effective shall also be determined by the traffic safety committee.
B. When official signs are erected indicating residents' permit parking only, parking shall be restricted to service or delivery vehicles whose operators are doing business with residents of the district, and to vehicles displaying residents' or visitors' parking permits.
C. Upon application, the village clerk shall issue "residential parking permit" decals to residents of the district for use on each car owned and registered within any residential parking district and displaying a current village vehicle sticker. Such a residential parking permit sticker shall be affixed, in accordance with the instructions printed thereon which are made a part hereof, and without the use of supplemental adhesives, at the lower right hand corner on the inside of the glass portion of the windshield of such motor vehicle, directly above the village of Oak Lawn vehicle tax sticker.
