Skokie, IL Parking Rules: Preferential Parking Districts (2026)

Village Code Section 106-110 lets the Village Manager, subject to Mayor and Board of Trustees approval, designate and sign zoned permit residential parking restrictions on specific streets. Once a street is included, any resident there may obtain a street parking permit for a passenger vehicle registered to their dwelling unit address, or for a vehicle leased to them or to their employer and assigned to them; the permit fee is set in Section 46-226 and the permit runs only for the calendar year it is issued, so residents renew annually.

Residents on a program street can also buy visitor passes for guests' vehicles at the same fee schedule, each valid only for the specific date printed on the pass, and reselling a visitor pass is a separate violation subject to the Section 1-6 penalty on top of any other applicable fine. The real payoff for a permit holder is exemption from the posted time limit: where a sign carries a supplemental plate marking the area Zone 1, Zone 2, Zone 4, Zone 5 or Zone 6, a vehicle displaying a current permit for that zone is not bound by the posted time restriction, though every other parking rule, like driveway buffers and hydrant clearance, still applies.

Section 106-103(h) works alongside this section for designated residential permit parking lots, requiring an official Village sticker visible in the lower left corner of the rear windshield before a vehicle may use one of those lots. Related disability parking accommodations on residential streets are handled separately under Section 106-111 and are not superseded by the permit zone program.
