Skokie, IL Mobility & Curb Rules: Red-Light Cameras (2026)

Village Code Sections 106-70 through 106-77 create and operate Skokie's red-light camera program, formally called the Automated Traffic Law Enforcement System. The Village is authorized to place cameras at intersections it selects, and it may contract with a private vendor to build and run the system, but before any citation goes out, a dedicated Skokie Police Officer must review the recorded images and confirm the vehicle actually entered the intersection against a red signal under Section 11-306 of the Illinois Vehicle Code. A Violation Notice mailed to the registered owner must state the date, time and place, the fine and due date, the plate number, a copy of the images, and a warning that nonpayment can lead to license suspension or vehicle immobilization; it must go out within 30 days of the Secretary of State identifying the owner and no later than 90 days after the violation.

The base fine is $100; a Late Notice adds a penalty bringing the total to $150, and an owner found liable at a hearing after failing to pay or appear faces up to $200 in fines and late penalties. Available defenses beyond the Chapter 2 hearing defenses include yielding to an emergency vehicle or participating in a funeral procession. Owners found liable can appeal to the Circuit Court of Cook County under the Illinois Administrative Review Act.
