Full Breakdown

Village Code § 10-5-16 makes it "unlawful and a nuisance" to run building construction, repair, or reconstruction equipment, steam shovels, pneumatic hammers, steam or electric hoists, or other apparatus attended with loud or unusual noise, between 10:00 p.m. and 7:00 a.m. at any location where a majority of the buildings within a 150-foot radius are used exclusively for residential purposes. The ban doesn't reach emergency building work undertaken in response to a situation posing an immediate threat to the health, safety, or welfare of surrounding residents.

Violations & Fines

Section 10-5-16 sets no stand-alone penalty, so a violation falls under the code's general penalty at § 1-4-1: a fine of $100 to $750 per offense, with each day the noisy work continues counted as a separate offense.
