No driver of any motor vehicle shall operate or permit operation of any sound amplification system which can be heard outside the vehicle from a distance of seventy five (75) or more feet when the vehicle is being operated upon any highway unless such system is being operated to request assistance or to warn of a hazardous situation. This section does not apply to authorized emergency vehicles. Any person who violates the provisions of this section shall be fined two hundred fifty dollars ($250.00) for each offense, and a separate offense shall be deemed committed on each occasion on which the sound amplification system of a vehicle is operated in violation of this section. In addition to the fine provided for herein, in the event of three (3) or more convictions for violation of this section by the same offender during a one year period, a court may further order impoundment of the offender's vehicle for a period not to exceed one week, and the offender shall be responsible for the payment of any towing or storage related charges prior to the release of the vehicle from impoundment.
