Sec. 28-38 requires the special event organizer to ensure every vendor and exhibitor complies with a specific checklist. Local vendors must hold a current City local business tax receipt, while all other vendors must submit a special event application and purchase a temporary vendors permit from the City; Sec. 28-32 caps a single vendor at three temporary vendors permits in a calendar year, and the permits are nontransferable. Food vendors must carry all applicable licenses and comply with state health department rules, and any food vendor without an annual DBPR food vendor's license must apply for and purchase a DBPR temporary event license before participating.

Every vendor must sign a release, indemnification and hold-harmless agreement covering injury or property damage tied to their participation, complete the City's risk-related vendor participant application, and, where applicable, provide proof of insurance matching the agreement's requirements; exhibitors sign a separate participation application and agreement. Sec. 28-38(8) sets a hard deadline: all special event applications, including vendor and exhibitor paperwork, must be submitted 30 days before the event date. These vendor rules apply on top of the organizer's own obligations under Sections 28-34, 28-36 and 28-37, since Sec.

28-33(c) folds Sec. 28-38 into the list of sections a special event organizer must comply with once the City has classified the gathering as a special event.
