010 as a music festival, dance festival, rock festival or similar musical activity held somewhere other than a permanent building constructed for such use, where the public is invited or admitted with or without a charge. 020 bars any person from operating, maintaining, conducting, advertising, or selling or furnishing tickets for such a festival without first obtaining a city license. 030 requires the written application to go to the city clerk at least sixty days before the planned start, accompanied by a nonrefundable one hundred dollar application fee, and to disclose the applicant's identity, the type of festival, the site address with proof of ownership or the owner's notarized consent, the dates and hours, an attendance estimate with its basis, and the name of anyone with a financial interest over five hundred dollars in the event.

040 then requires detailed festival plans covering security, fire protection, water supply, food and sanitation facilities, medical services, parking and traffic control, illumination and overnight camping arrangements if attendees may stay overnight, cleanup provisions, and a plot plan. 050 routes the completed application to a public hearing before the city council, set within fifteen to thirty days, with the city manager, police chief, fire chief, public works director, park superintendent, planning director and building and safety director all asked to investigate and report before the hearing.

070 has the finance director issue the license, naming the licensee, the type of festival and the authorized number of operating days, once the city manager certifies all conditions are met; the license must stay posted on site and cannot be transferred or moved to another location.
