St. Louis Code § 8.108A.180 requires anyone vending at a festival, fair, or parade to hold a festival vendor license from the License Collector, at a fee of $75.00 plus a $25.00 non-refundable application processing fee (credited toward the license fee if granted). The sponsor of the event and the vendor are jointly and severally liable for getting the license. Under § 8.108A.190, vendors at fairs/festivals lasting 3 days or less, or vending solely for a 501(c)(3) nonprofit's benefit, are exempt from the license fee but must still comply with every other requirement. § 8.108A.220 requires registration at least 21 days before the event, though the License Collector may waive that for good cause. The license is valid only for the duration of the event (§ 8.108A.200), and no separate business or merchants license is needed beyond any required excise permit (§ 8.108A.230).
