Section 3241 bars anyone from establishing, setting up, exhibiting or conducting a large outdoor gathering in Tustin without first getting a permit from the Director; the definition excludes parades, marches, and other gatherings that stay on city streets and sidewalks, which are regulated elsewhere. Section 3242 requires the Director to investigate whether the proposed site suits the activity and whether granting the permit, with or without conditions, would be detrimental to public safety, morals, comfort or welfare, or to nearby properties. Section 3243 requires a detailed application: a description of the program and agenda, an estimate of expected attendance, copies of proposed advertising, a traffic and parking plan with signage and control officers, a sanitation plan covering toilets and drinking water, medical first-aid and fire-protection plans, a description of physical improvements such as fences, stages and food booths, a cleanup plan, plans for food and beverage service, illumination, dust control and sound amplification, written consent from the property owner, evidence of liability insurance, and evidence of any other required agency approvals.

Section 3244 exempts activities already permitted as amusement activities, events on Tustin Unified School District property approved by the district, and events sponsored or cosponsored by the City itself. Section 3245 makes the permit holder responsible for keeping patrons from obstructing streets, sidewalks, alleys and other public ways, and the Director can require the holder to hire security to enforce that.
