Tustin, CA Special Events & Permits: Park Event Permits (2026)

Tustin City Code § 7113 lists ten activities that require a permit before they may be conducted in any park or playground: archery, camping, golf, motorized vehicles, powered model crafts or rockets, open fires outside designated barbeque pits, grills or stoves, bringing any animal onto the premises, advertising or selling merchandise, using sound amplifying equipment, and holding assemblies or rallies of more than 35 persons. The permit must be obtained in advance through written application to the City Administrator, and the activity must be conducted in complete conformity with the permit's terms, conditions and restrictions.

Subsection b directs the City Administrator to weigh whether the proposed time, place and manner of the activity poses a danger or threat of detriment to public health, safety or general welfare, balancing the applicant's interest against the general public welfare; if there is no substantial likelihood of a detrimental effect, the Administrator gives written approval subject to whatever terms, restrictions, limitations and conditions are reasonably appropriate to protect the public. This permit requirement, dating to Ord. No. 666, sits alongside § 7112's separate, permit-optional prohibitions on fireworks, narcotics and weapons in parks, and § 7111's after-hours closure permit, which cross-references this same section for its own special-use permits during the 10 p.m. to 6 a.m. closed period.
