West Covina governs street-level vendor and sales events through Section 26-51(b) of the Development Code, which covers temporary uses subject to an administrative permit. No temporary use listed in the section, which spans everything from carnivals to sidewalk sales, can be permitted, commenced, or engaged in until a written permit is issued by the Community Development Director or a designee. The code splits these events into two tiers. Major temporary uses, such as carnivals, major promotional events for commercial centers, and nonrecurring fund-raising events, require a formal application filed with the Planning Division at least 35 days before the event, routed to the Engineering Division, Police Department, and Fire Department for review, with a decision rendered at least 20 days before the proposed use and a right to appeal to the Planning Commission within 10 days.

Sidewalk sales fall under the lighter minor promotional event category. A minor promotional event, defined as a short-term promotional or grand-opening event held by an individual commercial business where goods or signs are displayed outside the building without encroaching into a driveway, parking area, or landscaped area, requires only a special event permit from the Planning Division rather than the full major-use process. That permit process still carries a hard numeric ceiling: no more than twelve minor promotional events, totaling no more than thirty-six days, are allowed per business per calendar year, and any grand-opening event must be held within six months of the business's original opening or a name change.

The Community Development Director's written decision on a special event permit becomes final unless it is appealed in writing within five calendar days. Swap meets, notably, are prohibited citywide in every zone under the code's fund-raising event provisions, regardless of which event tier applies.
