Georgia Public Pool Safety: Barriers and Lifesaving Gear Required

Rule 511-3-5-.18, adopted by the Georgia Department of Public Health under O.C.G.A. § 31-45-10, sets the physical safety standard for every public pool and spa. Outdoor pools and spas must be enclosed by a barrier at least 48 inches above grade; openings cannot pass a four-inch sphere; pedestrian access gates must be self-closing and self-latching. Each pool must keep a pole at least 12 feet long with a body hook, a ring-buoy throw rope, and a permanently installed emergency phone that can dial 911. County boards of health inspect for compliance and enforce the chapter.

Operating a public pool without the required barrier, self-latching gates, or lifesaving equipment violates Chapter 511-3-5; county boards of health can order corrections and suspend or revoke the pool's operating permit until it complies.
