Missouri Public Pool and Bathing Place Safety Rules

Under 19 CSR 20-3.020, no public bathing place may be opened for swimming or recreation unless its water quality and sanitation conditions are approved by the Department of Health and Senior Services. Owners must submit preliminary plans and reports before construction or improvements. Every facility must be maintained in efficient operating condition to ensure satisfactory functioning, and a competent person familiar with the principles and operation of the bathing place equipment must be in charge of each site. DHSS may order any facility closed when it becomes a public health menace.

DHSS can order an unapproved or unsanitary public bathing place closed as a public health menace, barring it from operating until conditions are corrected and the Department grants approval.
