New Jersey Statewide Landlord Registration Requirement

Under the Landlord Identity Law (NJSA 46:8-27 et seq.), every owner of residential rental property must register with the municipal clerk, providing owner name, address, agent contact, and mortgage information. For multiple dwellings (3+ units) the registration is filed with the NJ Bureau of Housing Inspection under the Hotel and Multiple Dwelling Law (NJSA 55:13A-1 et seq.). Registration certificates must be provided to tenants at lease signing per NJSA 46:8-28.1. The state framework applies universally, though municipalities may add local registration ordinances.

Failure to register bars the landlord from filing eviction actions for nonpayment of rent under NJSA 46:8-33. Multiple dwelling violations carry penalties up to $500 per violation under NJSA 55:13A-19.
