Oklahoma Solid Waste Disposal Universal Standards

Title 27A O.S. Sections 2-10-101 through 2-10-901 establish the Oklahoma Solid Waste Management Act administered by the Department of Environmental Quality. The Act universally prohibits open dumping of solid waste, requires lead-acid batteries and waste tires to enter approved recycling channels, and mandates that bulky waste be delivered to permitted transfer stations or landfills. Title 21 O.S. Section 1761.1 makes littering and illegal dumping a criminal offense with escalating penalties based on weight. Cities operate collection programs locally, but the disposal-end standards, landfill permitting, and criminal dumping penalties apply statewide and cannot be relaxed by municipalities.

Illegal dumping under Title 21 O.S. 1761.1 ranges from a $200 fine for under 10 pounds to a felony with fines up to $5,000 for over 500 pounds, plus cleanup costs.
