NCC 34-302 covers bulk refuse from residential units such as cardboard containers, wooden crates, furniture, and similar large items, and treats it as a scheduled service rather than a weekly automatic pickup. Cardboard and similar materials have to be flattened and tied into bundles using twine or string no longer than four feet. Anything else has to be packed into containers no larger than 32 gallons that one collector can handle alone; there is no exemption for oversized single items packed loosely. The section draws a hard line between bulk service and the regular cart programs: municipal solid waste and yard waste will not be collected as bulk refuse, so a resident cannot use a bulk pickup slot to dispose of ordinary household trash or grass clippings.

Bulk items go out either during a seasonal City-wide collection event or when an individual property owner schedules a pickup, and either way the code caps how early the material can appear at the curb: it cannot be placed there more than one week ahead of the scheduled collection date, keeping curbside piles from sitting for extended periods.
