Norman, OK Trash & Recycling: Recycling Rules (2026)

NCC 34-301(c) defines recyclable materials as items designated by the City or its recycling contractor for an authorized recycling program, and the list is specific: aluminum, steel and tin cans; newspaper and inserts; magazines and catalogs; junk mail and envelopes; cardboard; office and school paper of all colors; phone books; cereal and cracker boxes; brown paper sacks and bags; glass bottles and jars; plastics labeled numbers 1 through 7; plastic milk jugs; paper milk cartons; and plastic bags. Every owner, occupant, or person in charge of a residential premises within the City's urban area must place these materials in a recycling container supplied by the City or its contractor, and additional containers are available for an extra cost.

Collection runs once every other week, on the same two-foot curbside or alleyside setback and two-foot side clearance that applies to trash carts, and recycling cannot be combined with solid waste or yard waste in the same bin. The location must stay clearly visible and outside any yard fencing, and a disability waiver from the Director of Utilities is available on the same terms as for trash carts. Containers must be kept in good condition by the resident using them.
