NCC 34-305 targets two distinct problems: scavenging and unauthorized dumping. First, no person, firm, or corporation may remove or cause to be removed any garbage, refuse, rubbish, or waste from garbage cans, containers, or other receptacles set out for collection, except City employees doing their jobs, contractors handling construction-site refuse under NCC 34-303, or persons operating under an occupational contract and bond under NCC ch. 20. Second, the section prohibits carrying, hauling, or transporting garbage, refuse, rubbish, or other waste on or through any City street, alley, or public place unless it is being hauled to and deposited in an approved sanitary landfill operated by the City or its designated contract agent.

That transport ban carries one carve-out: haulers moving stone, rock, gravel, sand, dirt, and similar fill material to bring a lot to grade for future building or construction are excepted, provided the property owner has first consented. Together these provisions stop both the pulling of items from bins before collection and the unauthorized hauling or dumping of waste anywhere other than the City's approved landfill.
