NCC 36-562 splits container placement into tiers. With no building or trade permit in effect, a roll-off container cannot stay on a lot more than 30 days unless the Director of Planning authorizes more time in writing, and in residential zones it has to sit on the driveway or approved pavement, clear of the right-of-way. A separate residential rule lets a portable storage container sit on a driveway for up to 14 days when no permit is active, with one 14-day extension available from the Planning Director for good cause requested in writing; the same lot cannot host more than three non-consecutive placements in a single year, and leaving a container past its deadline can draw a noncompliance charge from the City.

Commercial and industrial lots get a seasonal allowance instead: metal storage containers may sit for up to three months per calendar year if a building permit issues for each one, they are not stacked, and they stay clear of the space in front of the principal structure. Separately, NCC 30-303's subdivision plat standards require any dumpster or trash compactor serving Industrial, Commercial, Office or Multifamily-zoned property to be set back 20 feet from a property line abutting a single-family zone or single-family use, applied whenever the property is platted or replatted under that chapter's design-standards checklist.
