Norman, OK Trash & Recycling: Bin Placement Rules (2026)

City Code section 34-301 governs where residents may place their City-supplied roll-out carts for collection. The cart must sit no more than two feet from the curbside or alleyside (or from the edge of the street surface where no curb exists), and it can also go in the drive approach under the same two-foot rule. Whichever spot is used, the code requires at least two feet of open clearance on both sides of the cart so the automated collection arm can grab it, and if service is from the alley the cart has to be clearly visible and kept outside any yard fencing.

Carts cannot go out more than half a day early or stay out more than half a day late: the code sets a window of no earlier than 12:00 noon the day before collection to no later than 12:00 noon the day after, when it must be moved back to the house. That timing rule does not apply to households on alley service or rural estate customers. A resident who can show a physical disability that prevents anyone in the household from hauling the cart to the curb can ask the Director of Utilities for a waiver of the placement requirement. The Sanitation Department enforces cart condition too: containers must be kept in good repair by the user.
