Oregon Statewide Fireworks Regulation and Permit Requirements

ORS 480.110 to 480.165 establishes a uniform statewide framework for fireworks. Only retail fireworks that do not fly into the air, explode, or travel more than six feet horizontally on the ground are legal for consumer purchase and use, and only between June 23 and July 6 each year. Items that fly, explode, or behave erratically — including bottle rockets, firecrackers, M-80s, and Roman candles — are prohibited statewide regardless of where purchased. Sale of fireworks requires a State Fire Marshal retail permit, and public display fireworks require a separate licensed pyrotechnic operator permit. Oregon State Fire Marshal enforces statewide.

Possession or use of illegal fireworks is a Class B misdemeanor under ORS 480.165. Violators may face up to 6 months jail, $2,500 fine, plus liability for fire suppression costs.
