Rhode Island Consumer Fireworks Law and Restrictions

Under RIGL 11-13-1, Rhode Island prohibits possession, sale, and use of most consumer fireworks. A 2010 amendment legalized only ground-based and handheld sparkling devices defined narrowly: sparklers, snakes, smoke devices, and similar non-aerial, non-explosive items. Aerial fireworks (bottle rockets, mortars, Roman candles), firecrackers, and any device producing detonation or aerial effect remain prohibited. The State Fire Marshal regulates retail sale of permitted devices. Display fireworks require a State Fire Marshal permit and licensed pyrotechnician. The framework applies statewide and municipalities cannot legalize banned items.

Possession or use of illegal fireworks is a misdemeanor punishable by fines up to $500 and confiscation under RIGL 11-13-1.
