Folsom treats above-ground pools over 18 inches deep the same as in-ground pools for barrier and permit purposes. The wall of the pool may serve as part of the barrier if at least 60 inches high; ladders must be removable or lockable when not in use.
Above-ground pools, including inflatable and hard-sided models, require a building permit when water depth exceeds 18 inches and must meet HSC Β§115922 safety features. The pool wall itself can qualify as part of the enclosure if it is at least 60 inches high from outside grade and has no climbable features (handholds, footholds, horizontal bracing) in the bottom 45 inches. Access ladders and stairs must be removable and secured when the pool is not in use, or designed to lift/pivot into a locked position. Self-latching gates apply to any perimeter fencing that encircles the above-ground pool. Electrical bonding and GFCI protection still apply to pumps, heaters, and lighting. Setbacks follow zoning: typically 5 feet from side/rear property lines.
Operating without permit: double fee penalty + investigation. Unsecured ladder: safety violation, red tag possible.
