Folsom enforces California's pool barrier law (HSC Β§115922): minimum 60-inch (5-foot) fence with self-closing, self-latching gates that swing away from the pool. Openings under fences cannot exceed 4 inches. Barriers must be in place before the pool is filled.
Under California Health & Safety Code Β§115922 (Swimming Pool Safety Act), any new pool, spa (over 18 inches deep), or remodel where a permit is pulled after January 1, 2018 requires the owner to install at least two of seven approved drowning-prevention safety features. At minimum, an enclosing barrier is required: minimum 60 inches high measured from the outside, maximum 4-inch gap under the fence and between pickets, no horizontal members that could act as climbing aids within 45 inches of the ground (or pickets closer than 1.75 inches apart). Gates must be self-closing and self-latching with the latch minimum 54 inches above ground and gates must open away from the pool. If the dwelling wall forms part of the barrier, doors with direct access to the pool must have self-closing/self-latching devices or audible alarms. Removable mesh fencing per ASTM F2286 is an accepted alternative.
Barrier non-compliance: pool cannot pass final inspection; may be ordered drained. Disclosure failure at sale: subject to Civil Code Β§1102 penalties.
