Any pool or spa containing ≥18 inches of water triggers permit requirements through Fresno Development Services. Above-ground pools must be surrounded by a 60-inch barrier — pool wall itself may satisfy this if wall is 60 inches and access ladder is removable or has locking cover. Alternatively, standard pool fencing with self-closing, self-latching gates (latch 60" above ground) plus at least one additional safety feature: automatic safety cover (ASTM F1346), pool alarm, self-closing/latching doors on house access. Electrical bonding and GFCI required per CEC. Filter pumps must meet Title 20 energy standards.
Unpermitted pool installation: stop-work, double permit fees, possible removal. Barrier violation: $200-$1,000 fine per day of non-compliance; liability exposure for drowning incidents.
