La Habra applies the same permit, enclosure, and safety rules to above-ground pools as to in-ground pools. Where the pool wall itself serves as the barrier, extra provisions govern ladder access and the mounted enclosure height.
The city's Building & Safety guide expressly covers in-ground, above-ground, and on-ground pools, hot tubs, and spas, all requiring a building permit and a compliant enclosure at least 60 inches tall. Where an above-ground pool structure is used as the enclosure, or the enclosure is mounted on top of the pool wall, the maximum gap between the pool structure top and the mounted enclosure bottom is 4 inches. If access is by ladder or steps, that access must be enclosed, or the ladder or steps secured, locked, or removed so any opening will not pass a 4-inch sphere. The same 5-foot setback and the SB 442 two-of-seven safety rule apply. Manufactured units require product evaluation reports at plan review.
Leaving an unsecured ladder or an inadequate mounted barrier on an above-ground pool violates the enclosure requirement and blocks final approval.
