La Habra requires every outdoor pool, spa, or hot tub to be surrounded by a barrier at least 60 inches (5 feet) tall meeting the 2025 California Residential Code enclosure standards. The Building Official withholds approval to fill the pool until all fencing requirements are met.
Following the 2025 CRC and California Health & Safety Code Section 115923, the enclosure top must be at least 60 inches above grade on the side facing away from the pool, with no more than a 2-inch bottom gap, and openings must not pass a 4-inch sphere. For fences with cross rails under 45 inches apart, gaps between verticals cannot exceed 1.75 inches; where cross rails are 45 inches or more apart, gaps cannot exceed 4 inches. Access gates must be self-closing, self-latching, open outward, and accept a lock. Pools must also sit at least 5 feet (edge of water) from any side or rear line. The Building Official withholds approval to fill the pool until fencing complies.
