Garden Grove requires pool barriers meeting the California Swimming Pool Safety Act. A minimum 5-foot barrier plus at least two additional safety features are required. Removable mesh fencing must meet ASTM F2286 standards with self-closing, self-latching, lockable gates.
Under the adopted 2024 International Swimming Pool and Spa Code and the California Swimming Pool Safety Act (Health and Safety Code Section 115920 et seq.), all residential pools and spas require an enclosure with a minimum 5-foot barrier. Property owners must also provide at least two additional safety features from the following options: removable mesh fencing meeting ASTM F2286 standards with a self-closing, self-latching, key-lockable gate; an approved safety pool cover; exit alarms on all doors providing direct access to the pool or spa; or self-closing, self-latching devices on all doors and gates with release mechanisms placed no lower than 54 inches above the floor. Gates must be self-closing and self-latching. Pool barriers must be maintained in good condition at all times.
Pool barrier violations are serious safety issues. Non-compliance may result in stop-work orders, fines, and required immediate corrective action. Insurance claims may be denied for pools without proper barriers.
