Per the La Habra Building & Safety guide implementing SB 442 (effective January 1, 2018, codified at H&S 115922), a new pool or spa must incorporate at least two of seven drowning-prevention features: an enclosure isolating the pool from the home; removable mesh fencing meeting ASTM F2286 with a self-closing, self-latching, key-lockable gate; an approved ASTM F1346 safety cover; exit alarms on doors with direct pool access; self-latching devices on those doors releasing at least 54 inches high; a pool alarm certified to ASTM F2208; or other laboratory-verified means. Where a dwelling wall forms part of the enclosure, doors with direct pool access need an audible alarm sounding at least 30 seconds. Older pools should carry ANSI/ASME A112.19.8 drain covers.
