Ontario regulates above-ground residential pools under the same California Building Code and H&S Code 115920 framework as in-ground pools once the pool holds water deeper than 18 inches or has a surface area greater than 5,000 gallons. A building permit is required before installation. The pool wall itself can act as part of the required barrier if it meets the 60-inch minimum height, is free of external climbable features, and has no projections that would assist climbing. Ladders, stairs, or decks leading into the pool must be removable, lockable, or protected by a self-closing and self-latching gate in the pool-fence enclosure. Electrical bonding and GFCI circuits still apply under California Electrical Code Article 680. Setbacks from property lines and structures are set by zoning and the pool manufacturer specifications.
