Swimming pool permit rules in Ontario, CA β also covering above-ground pools, in-ground pools, and spa installations β set fencing, barrier, alarm, and inspection requirements.
A City of Ontario Building Department permit, plan check, and engineered drawings are required to build a residential swimming pool, and site plans must show all property lines, structures, slopes, walls, gates, fences, and barriers controlling access to the pool.
Under the Building Official's policy memorandum 'New Requirements for Swimming Pools' (Feb. 7, 2008), every pool project requires a plan check fee and permit fees based on job valuation, and all drawings including the site plan must bear a 'wet' (original) signature of the civil or structural engineer of record. Site plans must indicate all property lines, structures, slopes, and walls, including all gates, fences, and barriers with regard to access to the pool. Special inspection for shotcrete (gunite) is required only when the engineer of record indicates it on the plans, when the pool is designed for a surcharge (for example from retaining walls, houses, solid-covered patios, or deck footings), or when the pool walls fall within seven feet horizontally of the top of a slope and must be designed to support the water without soil support. Swimming pool site plans and structural drawings are reviewed over the counter by plan checkers once the counter technicians confirm the basic information has been provided. Pool construction is reviewed under the currently adopted California Building, Residential, Electrical, and Plumbing Codes, and the required barrier (see fencing requirements) must be installed, inspected, and approved before plastering and filling. The Building Department is located at 303 East B Street, Civic Center, Ontario (909-395-2023).
Building a pool without a permit, without engineer-stamped drawings, or without the required plan check and inspections violates the adopted California Building Code as enforced by Ontario. The pool cannot be plastered or filled until the barrier and alarms are inspected and approved, and unpermitted work can be subject to stop-work orders, exposure for inspection, and code-enforcement action.
