Rowlett treats above-ground pools as permitted construction under the same handout as in-ground pools, but with several specific allowances. For barriers, the city's adopted ISPSC/IRC language states that where the top of the pool structure is above grade, the barrier may be at ground level (using the pool structure itself) or mounted on top of the pool structure; where mounted on top, the maximum vertical clearance between the top of the pool structure and the bottom of the barrier is four inches. The general barrier still must reach at least 48 inches measured from the side away from the pool, with no openings passing a four-inch sphere. Above-ground pools and spas with a capacity of 1,000 gallons or less are not required to install a P-trap or backwash line. All other safety, setback (three feet from property lines) and inspection rules apply, and the permit still expires 180 days after issuance. Note that Rowlett's Sec. 78-311 fence requirement applies to all pools regardless of type, so even an above-ground pool must satisfy the enclosure or built-in barrier standard.
Installing an above-ground pool without a permit, or relying on a pool wall barrier that leaves more than a 4-inch clearance to a top-mounted barrier or fails the 48-inch/4-inch-sphere standard, can fail inspection and result in citations.
