Rowlett, TX Swimming Pools & Spas: Pool Permits (2026)

Pool construction in Rowlett is administered by the city's Building Safety Department under its adopted 2021 International Building Code, 2021 International Residential Code and 2021 International Swimming Pool and Spa Code (ISPSC). Applications are filed through the city's online MyGov portal (web.mygov.us). According to the city's "Swimming Pool Permit and Inspection Requirements" handout (revised March 26, 2024), an in-ground pool application must include one Oncor-stamped plan plus a site plan showing the pool's distance from property lines and structures. Above-ground pools and spas are exempted from the Oncor-stamped-plan requirement. Setbacks require the pool to sit at least three feet from rear and side property lines and at least three feet from buildings with foundations, increasing one foot for every one foot of pool depth (a five-foot-deep section must be five feet from a foundation). Pools, decks and equipment cannot encroach into easements. Permit fees are $300 (in-ground), $125 (above-ground) and $125 (spa or hot tub). All pool permits expire 180 days from issuance with no automatic extensions. Required inspections include belly-steel/placement, deck steel and electrical bond, plumbing, P-trap/backwash, pre-plaster and pool final. The pool final must be approved within 45 days of the pre-plaster approval, or the contractor risks citations and revocation of city registration.
