Arlington requires all residential swimming pools capable of holding water 24 inches deep or more to be enclosed by a barrier at least 48 inches high with self-closing, self-latching gates. Requirements follow IRC Appendix G and the International Swimming Pool and Spa Code as amended by Texas, with additional rules for doors leading directly from the home to the pool.
Arlington's pool barrier rules are rooted in International Residential Code Appendix G and the International Swimming Pool and Spa Code, adopted with Texas amendments. Any pool, spa, or hot tub that can hold water 24 inches deep or more must be enclosed by a barrier that is at least 48 inches high measured from the outside. The barrier must have no openings, handholds, or footholds that could allow a child under 5 to climb or pass through; openings must not exceed 4 inches, and for chain-link fencing, mesh openings cannot exceed 1.75 inches unless slats are installed. Gates must open outward away from the pool, be self-closing and self-latching, and have the latch release at least 54 inches from the ground on the pool side. If the home wall serves as part of the barrier, doors leading to the pool must have alarms that sound when opened, and any operable window with a sill less than 48 inches above the floor must also be alarmed or screened. Pools with approved automatic safety covers meeting ASTM F1346 may qualify for reduced barrier requirements. Public and semi-public pools at apartments, HOAs, and hotels fall under Texas Health & Safety Code Chapter 757 with additional state rules enforced by the Texas Department of State Health Services. Failure to maintain compliant barriers can result in code violations, fines, and civil liability for drowning incidents.
Specific penalty amounts for this ordinance are not published in a publicly accessible fine schedule. Contact Arlington code enforcement directly for current fines, enforcement procedures, and hearing options.
